I have the two volume 'London Dockland Study Team Docklands redevelopment proposals for East London' produced by R Travers Morgan & Partners, produced early 1973 (ie before the impact of joining the then EEC, the Yom Kippur War etc and the consequences variously thereof).

Among other points - a concentration on industry rather than office development, the Channel Tunnel (1970s version) was to pass through; and the possibility of 'a minitram (light railway system)' - presumably a precursor of the DLR.

Here is the context behind the report. I was referring to the oil price rises consequent on the 1973 Middle East crisis. There would also be the impact of changing government policy towards development etc.
